The junk mail that originates from this address was XXX related advertising a XXX web site. Their own response indicates to me they have more than one XXX rated advertiser on thier system.

SallyNet/NancyNet/etc. (netblock 207.238.142.0 /24): We are aware of the situation here and taking action to ensure that spam from them stops. (These were all XXX rated advertisements about XXX web pages on the internet. I have received advertisements from them all and yet I have never personally been to an XXX web site in my life.)
The "Great Rates" spam: This is a UUNET customer using DIGEX as a mail relay. We are taking action to prevent this, but UUNET will need to deal with their customer. (I have also received junk mail from the Great Rates people from this same server.)
We trouble-ticket all violations of our Acceptable Use Policy, including all spams. Our policies explicitly prohibit "spam" (bulk-mail sending of unsolicited email, or posts to an excessively large number of USENET groups, by the thresholds set forth on the news.admin.net-abuse FAQ at http://www.uiuc.edu/ph/www/tskirvin/spam.html). (Please note it is against the policy of this server for their users to send out junk mail! Yet their users still send out junk mail.)
If you are writing to complain about a DIGEX customer who is engaging in abusive activities, we would appreciate it if you would provide us with your contact information and a complete description of the offense.
We will archive and investigate all complaints. However, in order to ensure that we have ample evidence of wrongdoing, we need full headers of the messages (in order to prove that no forgery has taken place), the full text of the message, and the complainant's identity. We will not reveal the identity of complainants to the customer, nor will we use your contact information for any other purpose. The sole reason we ask for you to file a formal complaint is that so, if termination of a DIGEX customer becomes necessary, the customer can no way question our evidence of system/network abuse.
Therefore, a formal complaint must include the following:
1. Your name and postal address (including city, state/province, and zip/postal code).
2. A copy of the COMPLETE TEXT of the objectionable message, INCLUDING ALL HEADERS. Please do NOT send excerpted parts of a message; sending a copy of the whole message, including headers, helps to prevent misunderstandings based on incomplete information, or information used out of context. Full headers let us see what path the message has taken, and enable us to determine whether or not any part of the message was forged; this information is vital to our investigation.
3. The text of your complaint; you should be as specific as possible about what your complaint is. UCE (unsolicited commercial email), ECP (excessive cross-posting on USENET), and EMP (excessive multiple posting on USENET) are standard; if your complaint is about something else, you will need to go into detail.
4. Your signature (if FAXing) or phone number (if emailing).
PLEASE provide us with your contact information; while we will investigate every complaint, we cannot in good conscience terminate a customer's service in response to an anonymous complaint. For legal reasons, we prefer a hardcopy; therefore, we prefer that complaints be FAX'ed, ATTN: Policy Review Board, to (301) 847-6215. We do realize that this may be inconvenient for those outside the continental United States, and therefore we will accept emailed complaints as well, but the hardcopy is strongly preferred, for proper legal documentation.
We want to ensure that, should a DIGEX customer challenge his termination for abuse, we have ample documentation to prove his violation of DIGEX acceptable use policies. Your formal complaint is important, as it assists us with collecting enough evidence to terminate the customer in a responsible manner. We realize that this may be not be the most convenient abuse-reporting scheme, but it is one that allows us to assure that no forgery has taken place, and the complaints originate from multiple parties with corroborating evidence.
We will take prompt action upon receiving formal, verifiable documentation of wrongdoing. We will periodically post summaries of action taken against customers to the news.admin.net-abuse.bulletins newsgroup.

How do I find a MCImail user's id? No directory is available to the open Internet. If you don't know the IDs of persons to whom you want to send E-mail, please contact them first via telephone, etc. or try sending email to them using 'firstname_lastname@MCImail.com'. If their name is not unique your message will be will be returned to you with a list of userids of users with the same name. I want to let you know that NS.MCI.NET is lame for some domain. It's not necessary. We run programs daily that check all the domains that we are authoritative for and which notify the domain contact for the problem domain of the problem.
I can't reach some IP address or the network throughput is bad. If you are an MCI customer send email to 'TROUBLE@MCI.NET' or call 1-800-977-iNOC and open a trouble ticket. If you are not a MCI customer please contact the Network Operations Center of your own institution or Internet Service Provider. If need be they can best work with MCI Network Operations Support to resolve network service issues.
I get 'host MCI.NET unknown' and/or I can't see MCI's MX records. Please contact the system administrator or user support of the system or service you are using. For sysadmins, is your mailer configured to use MX records? If your nameserver is an IBM RS/6000 running AIX, you may need a fix for IBM's 'negative caching problem in named' bug -- call your local IBM support and ask for the fix for PMR 4x360 or PTF U434856. If you are using a SunOS system make sure that you are using sendmail.mx or a real version of Sendmail.
I want to complain about something on USENET posted by a MCI customer. Complaints regarding posts or spams to USENET Newsgroups will be dealt with according to MCI's policy which precludes the usual: chain-letters, unsolicited ads, etc. Since numerous users often report the same problem, we will NOT NECESSARILY respond to each person who complains personally -- but your message will be read and acted upon if necessary. PLEASE include the full headers of the article in question -- forwarding the article via many newsreaders strips the headers and makes it difficult for us to find the original article.
